Chicago's started that too pretty recently. Honestly it really should be a federal program.

I'd love to see it become a federal program, but that's not likely with the current administration, unfortunately. :(

According to my dad, Reagan almost did, back in the day. When he wasn't talking about welfare queens and making fun of AIDS...

My dad really hated Reagan.

Dad hated him, Mom loved him. I mostly tried to stay out of it. I'm not surprised though that it was something that almost happened back then.

Dad's a Marine, so there were a lot of pro-Reagan types in his company. He got really good at biting his tongue.
